In a rural area, where houses are an acre or more away, your neighbor should not be able to hear you. If your neighbor can hear you, you are too loud.
Depending on the zoning of your property, you will determine the guidance for your animal ownership.
Fencing: Only split rail, open wood, wire or wrought iron style or similar open-type perimeter fences shall be permitted, except on residential lots of less than 10,000 square feet
